I did not know they had a name, but I have receieved glossy postcard of Anime artists at an Expo before in Anaheim, California
They assemble in what they call, "Artist Alley" and they had out cards with their name, website, and a sample of their work. Sometimes they even have stickers of their work.

I have never "found" one - but I make them and trade them, too!
There are some great yahoo! groups that trade ATCs.
