For your homes own safty and your. If you leave something one and are not home then this could start a fire or cause damage is some way. same with the gas company they want to make sure there are no leaks or that you didnt leave the stove on.

It's just legal verification . also a concern if no-one is there when power is turned back on and a eclectic device is on in the house that should not be on or is defective /that could case a fire . So if you are there when the power is turned on you check your house/trailer/Mobile and no worries go to the power comp.

Just in case there is a problem with a shorted wire. or some appliance was left on, like the oven or the stove. It's a safety thing.
