Take a picture without all the eye makeup, you'll most likely get a better rating. You shouldn't wear black with your skin tone, a soft gray would look more suitable, and black doesn't go with frosty blue. Also the line of the blue shadow in the corner of your eye is too severe. If you still like to use these colors, or just the blue alone, apply it with your finger, it has a much softer effect.
