I am currently applying for a new job, who are the best people to put as referees?

My current employer does not know i am seeking a new job and career change so i cannot use them as a referee. I did attend university so was thinking one could be my personal tutor. However with a string of different jobs (i.e bars and shops) i am stuck as who to use as a second referee as i am looking to move to a marketing career in which my current job is the only position i have held with relevant experience in this industry.

You can also use someone who may know you through any volunteer work you might do. A team coach can also be a good reference. Think of everything you do (not just what you get paid for) and find someon who will give you a reference. Be careful about using anyone that you are working with now as it always finds a way to get back to the boss.

I assume you mean references not referee. If you have no one else, try a landlord or someone you worked with in an unrelated industry. You could also ask a coworker, but be known that the coworker will likely tell other people.

first of all, not sure where you located, but in u.s. they are called references, just fyi. Better to get professional references rather than personal (everybody's mother is going to say they are a good person). Doesn't have to be in same field, just find an old supervisor or absent that, someone else you've dealt with professionally, who can vouch for you-ie hardworking, honest, intelligent, etc. Doesn't matter what industry, but obviously the more professional role/industry the person is in, usually you;'ll be better off.
