Is the use of this by Ian Flemming for Bond evidence of his sense of humour or purely circumstantial. I am uncertain, Ian Flemming did after all work for the security services.

Circumstational I'm afraid. I am old enough to remember that until 1995 the International Access Code was 010. It changed to 00 on PhONE day (April) when the London codes changed from 071 to 0171.

Therefore to dial Russia originally would have required you to start with the code 010 7 xxx xxxxxx, not 00 7 xxx xxxxxx. Nice theory though!!
