Queen of Swords, if I am not mistaken. I associate Swords with intensity and difficulty. In the Major Arcana there is probably a card that represents the Scorpio type. As Scorpio is Plutonic and represents profound generational change, I would guess the Tower. But at the same time, I find Scorpios quite pleasantly childlike in their enjoyments so even the Fool could be associated with them. They don't seem to have the vanity of other signs. They can be simple on the outside but deep on the inside.
In ordinary playing cards I associate hearts with water, diamonds with earth, clubs with air and spades with fire. This is probably all wrong. Anyway, someone long ago showed me how to do simple divination with playing cards and I enjoy doing it.

whenever i have read the tarot cards i have associated the queen of swords with a woman that is 'scorpio' like (not necessarily just scorpio women though)
positive - honest, astute, forthright, witty, experienced
negative - devious, cunning,
The personality of the Queen of Swords combines the positive air energy of the Swords suit with the inward focus of a Queen. You can always count on her to tell you exactly how it is.
Above all else she admires honesty, and she lives by her commitment to being truthful. Lies, tricks and games are of no interest to her, but she's not easy to fool. She is experienced in the ways of the world, good and bad. The Queen of Swords can size up a situation quickly. She understands human folly, but doesn't condemn it.
never one to be ignored
although the cups are the cards for water signs, the queen of swords suits a scorpio woman much better i think, and it all depends what a 'feel' you get for the cards

Scorpio is a water sign same as Pisces and cancer, so would therefore be represented by the suit of cups,
Earth , Capricorn, Taurus, Virgo are the coins.
Fire, Sagittarius,Aries and Leo are the wands, and the swords are the air signs of Libra, Aquarius and Gemini.
Using that, the queen of cups is a Scorpio woman, death card no XIII, is another representation of Scorpio too.
If another card, say the page of wands is representing the woman, it means she could be hiding her true character , or hasn't fully embraced her emotional side..
