These are the notes to be played. Tabliture is read from left to right and the numbers are the frets to be played on the particular string, and in this case the "d" down the bottom left is the Thick "E" string tuned down to "D".
If a chord is to be played, then all the numbers would be under one another.

i think u have it wrong , the letters are the strings and should be "E-A-D-G-B-E, and the numbers are the frets , its used for guitar solos and hence what u have there is - 3rd string down / 17th fret and so on, ive never seen it like this before and the strings do not match so i could be wrong as im not an expert but i have some experience but not so much with reading music , if im barking up the wrong tree i apologise for wasting your time.

it looks like a progression of notes - like a riff or solo

it means start off with your finger on the 17th fret on the G string, and pick once
then 3 picks of the A string with your finger on the 15th fret of the A string
and so on

good luck - it takes a bit of practice, but it is pretty easy once you get the hang of it

They are notes. Like the first number on there means that you hit the 17th fret on the G-string, then you hit 15th fret 3 times on A-string, then 14th fret 3 times on G-string.

Dude, are you serious?? Single notes. Are you listening to the song while you read the TAB? It will help you immensely to do so.

thats notes, they would be together lined up if it were chords like this:

e|----------------------------...
B|----------------------------...
G|---17----14-14-14-1...
D|----------------------------...
A|----15----15-15-15-----------...
D|----------------------------...
