It should have come w/ a restore or an OS CD. if not then there is a copy on the hard drive when you boot hold down the restore key. Every mod is diffrent so If you could tell us what Make and mod it is we can help... We need to know if this is a hardware or a software issue.
1 Boot the machine,
2 Right click on My computer
3 Go to the hardwate tab
4 click device mgr
5a Look for the Network adapter/Sound card, If it has an X over it then it is disabled. re enable it by dubble clicking on it.
5b if there is no X then delete the sound and network device, to do this R click and select Delete. Now hit F5 key this will look for new hardware.
If this does not fix it then what it sounds like is your logic board is messed up. Thiose can be pricy to replace..

I've seen all of your recent updates to the issue. The last option(s) ,might be to find a friend with a Windows XP cd. Don't use their installation code, you should have a valid one stamped on the bottom of your laptop. If for any reason you cannot find a Windows XP cd, or the installation key on the bottom of your laptop is not present... looks like you might have to invest in a new operating system. Windows XP is on sale right now, since Vista has come out. But if your system meets the specifications, this might be a great time to upgrade to Vista.

Insert your Windows CD and boot from it (just turn off the computer and turn it back on with the Windows CD inside). You want to do this to do a Windows repair...the system is going to start going through checks and then prompt you that there is already a Windows installation on this machine and then give you the option to repair. Don't worry, as long as you don't delete the partition and just do the repair installation which will reinstall corrupt files, etc. you won't loose any of your stuff.
Hope this helps!

The only true way to fix this issue is to have a set of CDs to run a Recovery restore on it with.

Format your hard drive. Re-install windows and drivers.
1-2 hours work max instead of hours scratching your head.
Ask a friend for XP CD.
