At present ( mar 1,2007) , in the morning skies, Mercury and Mars are 'in' Capricorn...While Jupiter is 'in' Scorpio...Why do NOT astrological charts agree with this?

I have SEVERAL professional Astrologers tell me different...So I don't think I'm confusing ANYONE..But...2 points to you anyway for a useless answer...:D

Astrologers use the old charts and dates. According to the latest dates, these are the 13 sun signs along with their actual dates:
Pisces: 12 Mar to 18 Apr
Aries: 19 Apr to 13 May
Taurus: 14 May to 19 Jun
Gemini: 20 Jun to 20 Jul
Cancer: 21 Jul to 9 Aug
Leo: 10 Aug to 15 Sept
Virgo: 16 Sep to 30 Oct
Libra: 31 Oct to 22 Nov
Scorpion: 23 Nov to 29 Nov
Ophiuchus: 30 Nov to 17 Dec
Sagittarius: 18 Dec to 18 Jan
Capricorn: 19 Jan to 15 Feb
Aquarius: 16 Feb to 11 Mar

Where are you getting this info from?
Mercury and Mars are in aquarius and Jupiter is in sag. Not saying you are wrong just curious at to where your info is coming from.

Who said you that astrologers do not agree that Chart? If you want to comment any thing concretely please comment seriously...but do not confuse yourself and others tooooooo!!
