Amending the Constitution is difficult because it requires either a 2/3rd vote of both houses of Congress or a 2/3rds vote of all the states. So yes it's expensive. It's intentionally difficult! The idea is not to change the Constitution except for matters that are really important and which most of the people really want.

There is nothing bad about amending the Constitution. However, there may be bad consequences to an amendment that fundamentally alters the government.

For example, the 16th (Income tax) & 17th (popular vote for Senators) Amendments have caused great harm, and have had a profoundly deleterious effect on this country.

Why would it be costly? Most of the amendments have been very positive. I'm personally opposed to any sort of amendment involving gay marriage, but I don't think it would be ratified anyway.
