Feathers, just like any other bird. Their skin secretes some amount of wax to ensure that the feathers are perfectly waterproof.

Feathers same as all birds the difference is penguins coat thier feathers with a wax like substance to help keep them dry in the icy waters.

Penguins are birds. They have feathers. They are very short feathers. And the feathers are very think, just like polar bear hair, or a river otter... So that when they are in the water, it doesn't actually let the water through to the body.
