Tempra pigments are widely available in both powdered and liquid form, and are occasionally found as hard cakes as well. They are often used for elementary art instruction because they are pretty cheap by comparison to other painting media.

However, they way they are used in most schools -- used directly from the bottle or thinned a bit with water -- is wrong. what makes tempra painting an artistic medium is the addition of a binding medium (literally a tempra) to the pigment.

Usually this is egg yolk, which is carefully separated from the white and mixed in small quantities into the pigment to make a durable and glossy paint. It is quite opaque, so one cannot build up glazes as in oils, or washes as in water-colour.

I have used milk as a tempra medium with some success. Another alternative is pvc glue (white glue) diluted with water.
