Those who agree w/ this statement probably believe that they are the high achievers that can take full advange of the system to promote themselves to the highest levels in short time. The best people rise to the top. The biggest drawback to this system is when someone else is better and knocks that person off that perch. The higher the rise, the harder the fall. So you might create an atmosphere of high-pressure competitiveness and animosity among employees trying to fight their way to the top.

On the other hand, reward for age/experience creates a pecking order of sorts where older employees have an edge. However, this system helps to create a sense of loyalty from the employees to the employer, knowing that they will be rewarded for longevity.

well with certain things in life like some jobs it depends. some jobs actually prefer you have more experience then ability. not all jobs require you to need a certain ability to do them.
