Indian institute of science,bangolore also offers both M.S and M.TECH .like it offers M.S in VLSI and M.TECH in VLSI

If you are meaning the name of the degree, Birla Institute of Technology & Science (BITS) Pilani awards MS degree (like American Universities). The other options are to go in for colloborative universities (take utmost care in choosing, because there are hordes of them - out to dig into your pockets and their degree means nothing in the employment industry)
