Its in the groin area and its to put shine on the ball and they always shine only the one side.They do not throw the ball that would be a "NO ball" the bowl the ball meaning a straight arm action.

to make the ball shine.. this may cause the batsman to lose his concentration on seeing the shine.. pacers need to maintain the rough and shiny sides of the ball to swing it..
