Oceans and seas are pits filled with water, inducing Magnetism, kept intact with gravitational force. They can never spill.
Imagine this example: A huge Brown magnetic ball with lots of pits on the surface. Fill blue-coloured magnetic powder (well-ground magnetic pieces) on top of it, such that the pits will be filled with the magnetic powder.
Now, the ball however fast is thrown or revolved, the blue powder on top of it does not spill at all, except when scrubbed violently.
Likewise: Earth is a huge magnetic ball with lots of humongous pits on the surface. The pits and trenches are filled with water (water has salt and lots of other minerals which induces magnetism).
The earth's gravity is just strong enough to keep the oceans intact, but not very strong to suck in all the water.

It does spill. When it spills, it's called vapor rising into the atmosphere, and condensing in the form of rain, and falling to the ground.
The reason that the surface of the earth is only about 3/4 covered with water is that the gravitational pull of everything in the earth causes water (and everthing else that is more dense, heavier) to be pulled in the direction of the center of the earth.
That way, the only noticible spillage of ocean water is what are called waves along the ocean shores and beaches.

Its becoz dat earth have gravity. All methods in the earth was pulled by the gravity so that it wont float to the outer space.
