The 1st page through the beginning of the actual project should be numbered by small roman numerals. The 1st page would be the Title and your name and number "i"; the 2nd page would be the Table of Contents and be numbered "ii"; next, the Introduction, "iii-iv" or whatever number of pages it takes. Begin page numbering with arabic numbers (1,2,3,4 etc) on the page where you actually discuss the research topic. That's the proper format. Check the numbering system in one of your textbooks for a sample of the numbering system.
