I had this problem at work with PVC windows. I used a bleach spray and they came up white again.
Betterware (the catalogue that comes through the door) do a cleaner especially for PVC doors that is very good.

the wonderful cleanser may well be the excellent sparkling degreaser offered interior the vehicle dept at Walmart. that's in a crimson jug. purchase a inexpensive, empty spray bottle and a airborne dirt and dust mask, because of the fact the fumes may well be choking. in basic terms spray on the door frames and you will see the nicotine actually run down the door, then wipe off with a humid rag. SPOTLESS! NO Scrubbing!

Sugar soap is pretty good for that kind of thing. You can usually get it at supermarkets or hardware shops, just make sure you follow the precautions on the packet.
