You could make this more clear, but are you talking about the slippers you have to put on in peoples houses (and some buildings, such as a Ryokan)? If I know what you mean I will try to answer your question. When you enter someones house in Japan, they will most likely have a pair of slippers waiting for you to change into. Some buildings will have this too, but not most. When you go to the bathroom in one of these houses or buildings, there will be a special pair of slippers that you have to put on, just for the bathroom. But you must remember NOT to wear the bathrooms slippers out of the bathroom-change back into your house slippers! If you forget to do so it is very embarrassing!
Also, if you go into a tatami mat room, you will probably be expected to take your slippers off and go barefoot.

I'm assuming that you're talking about seperate slippers that are used just in the bathroom. The Japanese people are extremely careful about keeping the living areas of their homes free from dirt, so outside shoes are never worn inside the house (there will be slippers by the front door) and when one is going to the bathroom, you step out of your house slippers and put on the bathroom slippers (making sure that you take them off again when you leave and put your house slippers back on).

I assume you are asking about wear to a communal WC in a Japanese inn. There will usually be a pair of plastic (waterproof) sandals at the door of the WC. Other than that, you need to be clothed in a robe (don't go wandering down the hall in your underwear). Don't wear the same slippers as in the room into the WC.
