I don't know if you can force him to repair it. However if it cause damage to your property you can take him to small claims court to make him pay for the damage. Have you ask him to have it repaired? You might want to mention the damage that it is causing and if necessary send him a certified letter requesting he pay for any damage it has caused. Be sure to get an estimate for the cost of repair....
