It is but use your Anti-Virus to delete them "Safest method".
You can also change the files extension. This if you are not completely comfortable with the computer. Even though if it is in
the "Quarantine" folder it could still be executed. The "Rename"
option below, you can keep the file on your computer because
the OS (operating system) will not know what to do with it.
For the extension if you use 000 (that is zero, zero, zero) you are pretty safe so far.
1. (R) clicking the name (careful one (1) click only, you do not
want to execute the viruses code)
2. From the drop down menu select "Rename"
3. Change the extensions of any file that is in your "Quarantine"
folder. It really does not matter what three characters you
use if you are going to promply delete them.
4. Depress and Hold down the (L) mouse button while dragging
the box to enclose all the files you want to delete.
5. (The first part of this step can be used for any files that you
are SURE that you do not need.)
Depress and hold down the shift button, then hit the delete
button. Windows will display the message "Are you sure you
want to delete "AAAAA.xxx" ?
(L) Click on the "Yes" button

YES. as a rule of thumb your virus scanner only quarantines items for you to be able to esasily restore if you need to.
as a rule you should after a malware scan restart your system, then check that all programs are working normally (only if malware is found). if a program reports an error you may find that the file is in the quarantine file.
if no errors are found with your system after a restart then you can safely delete files from the quarantine location.
rescan your computer. now if any malware is found then delete it, if not restart your stystem then for good measure repeat the scan again. if no errors or malware found then you can safely run your system as normal.
good practice should be to check for updates to your virus definitions files at least once a day. once your update has been downloaded and applied you should run a full system scan for malware.
if you back up your personal data to DVD, CD or external hard drive you can then safely delete anything identified as malware (once the back up media is not connected to the computer).
good luck.

Keep a "repair disk" handy if you do, as you might have to replace some files that may be vital to to the functioning of your operating system. Usually, if you find a large quantity of viruses that are being put on the "q" list, it's likely a good idea to consider a format of the HD.
