If you mean a new car then probably 1.2.

However the relatively recent seicento had a 900cc version.... and the old 500 has a 500cc engine

Smallest i've heard is a 1.2CC, depends what country you go to. If you was to go to Cuba they would have very small engines, but in the UK they are probably alot bigger.
