No hard and fast rule is practised. If nothing is specified and some one has to counter you, he/she would conveniently say opposite/different of what you say. Therefore, from your side, whenever your are quoting/considering, make a clear mention whether it (CTC) is monthly or yearly.

CTC is for a yearly basis. Its the cost that a compamy (Cost To Company) needs to bear on an individual.

it depends....small firms calculate cost to company per month. but big gaints close the accounts for a year and their view is for a year.
