Are you talking about the New York Stock Exchange floor where you see everyone yelling, running around, and waving paper in the air. That is because there is constant buying/selling with bid prices that constantly change. They are all trying to get the best price - right down to the penny. Pennies make a difference when millions of dollars are being exchanged.

If you are talking in general, I don't find they look like commotion and disorder. With all the money that is constantly changing hands, I think they function pretty orderly.
