Try the Clarkton hotel. I've been staying there each time I go to the Philippines for the past 5 years. Rooms range from $25 to $45 USD per night. http://clarkton.com/

I've also stayed at the Clarkton. It is OK. As an aside, when my wife and I checked in a few years ago, she lay down on the bed, then screamed "There's a dinosaur on the ceiling!". The friendly gecko was as shocked as she was. I could not convince her to allow it to stay. The staff spent an hour chasing it out of the room.
