I'm sorry, but, despite my experince in Physics and in Electronics, I cannot say I have ever heard of such a rule as to hold onto the hair when electrified.

Would you please care to elaborate?

your body is a conductor of electricity but not your hair. Hair doesn't conduct electricity, so you not be electricuted ones you hold the hair of a person who is electricuted.
