i bought a watch from ebay uk and it was advertised as stunning condition when i receveid the watch it was in a right state with the strap hanging off and the hour hand does not go past 1 o'clock. he is saying i did the damage.
what do i do now? it was paid for through paypal.

First, open a dispute (item not received or not as described). You may have to wait 7 days or so after the transaction before this is available.
Then you will be able to claim through PayPal. If PayPal is unable to recover the money from the seller (e.g. if his account is empty), you can then claim through eBay itself on their insurance to a maximum of £105.

then you open a dispute with paypal, go to your ebay account and click on dispute console and it will have some options then choose the one that says report an item not received or as described, then follow the instructions, if you paid for the item with paypal they will open the dispute for you and try to find a resoultion if they can not you may get your money back. hope that helps.

I used to do auctions and buy stuff on Ebay. I found out real quick that eBay is not too careful about protecting it's uses.

They seem to be a lot more happy getting money from the sellers than protecting the buyers.

That happened to a friend of mine with a laptop he bought. It must be a common scam. Ebay FAQ's is bound to say something...

i would contact e-bay customer service and file dispute. do the same thing with paypal as well
