Sometimes I get a thumbs down for an unpopular answer. I do it every now and then if it adds to the debate and makes people think.

Sometimes when someone makes a really smart ar$e comment i give a thumbs down. A guy told me to drown my son in one question i asked so he got a report and heaps of thumbs down until it was deleted and rightly so. I think it is necessary sometimes.
It annoys me too though when it is done for no reason

Some answers really deserve a thumbs down, mostly when they just make a smart remark and don't even address the question.
