It depends on whether the network has a DHCP server that is automatically assigning IP addresses. If most small networks, there is a DHCP server.

Check the connection on your PC if it is getting an IP address automatically. Go to Network Connections and right-click on you Local Area Connection and select "Properties". Highlight "Internet Protocol (TCP/IP)" and click on "Properties".

If your PC is obtaining an IP address automatically, so will the IP phone.

Most of the IP based technology doesn't need to be manually assigned. That is usually used on printers, servers or devices that are more stationary and provide a more critcal role. DHCP protocol automatically should assign an IP address so that you won't need to worry about it.
