There are so many conflicting opinions. It's defintely nowhere but South America. Can anyone confirm it might be Ushuaia, Argentina?

then you need to book a ticket to Puntas Arenas in Chile. It is the Third largest city in the Patagonian region and has a population of approx 120 000 inhabitants. Ushuaia in Argentina also claims to be the most southerly but is considerably smaller about
50 000 inhabitants. Puntas Arenas is located 53°10′S 70°56′W on the Brunswick Peninsula and is roughly 1418.4 km from the coast of Antarctica.
Here some other contenders
The southernmost settlements in the world, excluding research bases in Antarctica (there are already permanent settlements there), are:

Location Latitude Population (hab.)
Puerto Toro, Chile 55º05 S around 50
Caleta Wulaia, Chile 55.02°50" S ?
Caleta Eugenia, Chile 54.56° S ?
Puerto Williams, Chile 54.55º59" S 2,400
Puerto Navarino, Chile 54.55º43" S ?
Ushuaia, Argentina 54.83º S 50,000
Grytviken, South Georgia and the South Sandwich Islands
54º19º S up to 18
Río Grande, Argentina 53.45º S 45,000
Porvenir, Chile 53.18º S around 4,700
Punta Arenas, Chile 53.17º S 125,000

I think it is Ushuaia, in the province of Tierra del Fuego on the southern tip of Argentina. It depends really how you define "city" or "settlement". For example Puerto Williams in neignbouring Chile is further south but much smaller in size. Peuerto Toro is a small permamemntly populated Chilean island community of about 50 fishermen and their families which lies much further south than any of these but isn't really a "city" is it?

As far as major capital cities are concerned, I think it is Wellington, New Zealand that takes the title.

Punta Arenas in Chile claims to be the southern most city, but Puerto Williams is even further south although it can only be descibed as a small town with a population of just under 2000.

Without checking in an Atlas (which would be your easiest option!), I would say Santiago in Chile, if you are referring to a city and not just a town.
