When you know the extension of the file.

Go to google.com and serach for Extension followed by the extension you want.

The first result would tell you what is the file type and which program you need to have to open that file.

TIFF is an Image Format. You can use Paint to open TIFF Files.

If you still need help you can get back to me. :)
