I'm really tight on money...and I want a bathing suit different from what anyone is going to be seeing in my stupid city. I would be willing to pay for someone to make me a bathing suit...please let me know if you are able to do this!

that is a really cool suit and unique; and you know, it is simple, basic sewing. really! call your local high school home ec teacher and ask her to recommend someone; she is sure to want to be helpful. the key is to match your needle and thread with the type of fabric you choose; Lycra fabrics need ball-point needles, a stretch stitch on the machine, and appropriate thread. your fabric store attendant should be able to help. this suit could easily be made in a few hours.
I would be tempted to end the wrap ties in some kind of glass beading, maybe....but that's just me.

go to a store taht specializes in selling fabric and sewing supplies. They should have a list of persons who can make what you want

Look in your phonebook for a local tailor, they will probably be able to help you. Most dry cleaners have a tailor that works there that can help you.
