You can certainly own one, it's allowed. What are you asking though? Will it give you the information you need to play with the current rules? No, not at all. Will I send you a copy? No, not at all. If you're looking for a copy, consider downloading a copy such as from this site.

you can get them pretty cheap at your local comic/gaming shop by posting a notice, or at used bookstores everywhere, or just on ebay. lots of people looking to unload that stuff because no one plays 2nd ed anymore. 3rd ed is SO MUCH easier to learn how to play.
