Was this through eBay?
If so, you can file a dispute within 30 days of auction end, if you still don't results then you can bring you disput to a claim status. PayPal then interviens and deals with both seller and buyer to get results.

Paypal has resolution services for you to use. Email them and give them all the details necessary regarding your transaction and they will assist you. The only problem is there is a record of your paying them through paypal BUT if you did not purchase insurance or purchase confirmation there is no way to prove you did not recieve the item. I wish you the best!!! Be careful in the future and set up proof on both ends.

You can definitly notify PayPal and whoever the auction was through. I believe PayPal notifies the person you sent the money to and if they dont respond they will take the money back for you I believe.
