I would check in the local pawn shops first. It's never a good idea to buy a used instrument you can't play first, so you should probably skip EBAY. Washburn and Yamaha make excellent low-budget guitars for $200. If buying a new guitar, check out musiciansfriend.com.

If you buy a low- budget guitar, you'll probably want to use the lightest gauge of strings available. The necks on cheap guitars don't play as well as others and thick strings will make it's playability worse.

I've owned everything from a cheap Takamine Jasmine POS to a nice Martin and I have to say this. To me, picking up a guitar is the most significant and most life-changing thing I have ever done. You get what you pay for. I'm not saying go out and drop $2000 on a guitar, but don't buy a POS. Save up and get a mid-range $400-800 guitar. You'll appreciate the decision later on.

Go to your local pawn shop check out garage sales I guess eBay is ok but you cant actually see it or hear it. Are you only learning if in doubt go to the nearest music shop they might have second hand stuff for sale or put you in touch with some one who has check local news papers etc ask retailers go to the conservatorium of music in your neighbourhood get in touch with guitar teachers they will know of good quality second hand stuff from students etc.

... and to continue along shaq's lines, then go for a Takamine, Carvin Cobalt or Ibanez Exotic Woods series. Takamine and Ibanez can be found in online stores like musiciansfriend.com and zzounds.com, for Carvins you have to go to carvin.com.
