Go to the control panel and the sounds there is a little checkbox next to show control in task bar. If its not checked check it and apply. if its checked uncheck it and apply then recheck it and apply again.

You can use the volume control and other options if the system has detected soundcard hardware installed in the pc, or after you installed the soundcard driver. Try this;

Click MyComputer then right click, select Device Manager it will display list all hardware connected to ur system. Click the sound portion.

Scan the hardware by clicking scan option. Then detecting mode appears on the right side its in bottom of the task bar. Use the sound card driver to installed the software driver. Win XP sometiimes it requires to restart to take effect then do it....After booting then the welcome sound should be there.

If you are an windows xp user then right click on your taskbar and go to properties....then in the Taskbar tab you will see a CUSTOMIZE button.....click on that....there the volume option will be there. click once on it and choose your options there.....thats it...
