Standards have changed many times, especially with the transition from the vinyl to cds in the 90's and the piracy wave in the '00s:

(I suppose that a double platinum is twice the sales of a platinum.
till Dec 1996, platinum> 60.000
from Jan 1997, platinum> 50.000.
from Nov 2001, platinum> 40.000.
for CD-singles the limit was 20.000 copies.
from 2004, a dvd goes platinum for more than 10.000 sold copies.
Blame it on the companies, if not on anyone else.)

they get the platinum for selling and certain amount of albums (it's different for different countries, 20 000 albums in Romania for example), twice mean they've sold twice that amount.
