To remove felt tip pen stains, rub the stain with soap and a toothbrush.
Squeeze lemon juice on the stain, place stained item between two pieces of cloth, and press ink stain onto the surrounding fabric. Wash as usual.

I would say Clorox, or take 1 part Alcohol to 2 parts water and soak the stain with it. then take dawn for dishes or antibacterial soap and wash, make sure you rinse a lot in between, then do it again.

try oops, goof off or wd 40. one at a time or all together, dont dry it in the dryer till you are sure the stain is out, you can also try aresol hair spray, raid bug spray or any of the stain removers you havent tried so far.

Run the spot under cold water, then spray it with regular hairspray until the spot is soaked again, then rinse under cold water. Repeat until it's gone.

soak it in milk over night. I know this works for ball point pens.
