If you use the keywords make sure they are in your content first. Your main keyword should be less than character fifteen in place and not repeated as it might be looked upon as spamming and you'll be sandboxed. Keep your keywords to about 148 characters and no more than about ten words. IBP is a program with a free trial that can help you. True G does not look upon meta tags (or do they??) but other search engines still do, so its always good to have a good tag setup, just in case.

I want to say Alt tags were implemented to make web surfing ADA complient for visually impaired web surfers. Like the previous answers, use them for what they were intended. Alt tags are a positive for SEO and do create a "Keyword Dense" environment.

Yes you can. But at some point, the search engines may consider it spamming, which might get your site de-indexed by the search engines. One or two keywords is ok, but you are better off using keyword phrases that describes your image than just listing a bunch of keywords.
