Try http://www.terapad.com - can't get much more bargain than free! For small businesses its quite good, you get all the features of a business website, CMS, Web Pages, Shop, Forums, News, and easy integration with Google Analytics if you want to track your success. You will be especially interested in the shop feature, which comes with complete paypal integration. You can fully customise your layout as well, because Terapad allows you full access to your CSS. Worth a try .... Good luck :-)

Setup a Geocities site and use PayPals Shopping cart feature for your purchase system. All free.
