About 2 years ago I opened a credit line of $2500 with Citi bank. I threw the cards away, but never remembered to cancel them. So now I'm wanting to use the account and get a duplicate, but they said it is locked. What does that mean?

They have been doing periodic credit checks every 3 months since I received the card.

There is probably some sort of outstanding issue with the account that needs to be resolved before service can continue. Try calling them.

It means you need to call the 1-800 number on the back of the card.
