Sam's Town

Golden Nugget >downtown
sign up on their web site for e-mail updates, they are very good about sending out promotions. This is a 4 star hotel, that sometimes has rates in the $49-$69 range

El Cortez >downtown, 2 blocks from the main hotel cluster on Fremont St.

The Stratosphere is actually on the strip, the far North end of the strip. A lot of people don't like the location so the rates are usually half of comparable hotels on the strip.

The least expensive place to stay that isn't a total dump would uaually be Arizona Charlie's on the Boulder Hwy.

Sometimes you can find very good rates at the Fiesta Henderson.

To save money>avoid special events, large conventions and weekends.

my friend swears by the Fitzgerald downtown. And if I was staying off strip, I would love to try staying at the Orleans. People who live there rave about it and so do people here on yahoo answers. Just after Memorial day, rates there are $35 a night.
I would try www.travelworm.com for cheap rates. I saw the Strat there for $40 a night even though that is so far north. Not really part of "strip" to me.

It depends a lot on what you would consider "cheap". Here are some suggestions on places you can typically get reduced rates at:

Treasure Island
Rio
The Palms
Monte Carlo
New York, New York
The Orleans
Hilton
Harrah's
