We can do the math. AT&T is comparing the speed of the DSL they provide to that of dial-up 56kb/s (download, 28kb/sec upload). Although the government limited the speed to 53k/s.
DSL transfers data at 384kb/s-6Mb/s download and 128kb/s - 768kb/s upload, depending how far you are from the access terminal.
Ok, so 56 * 25 = 1400; so if you are close enough to get the 1.5 Mb/sec speed from AT&T it is roughly 25 times faster than 56k dialup.

NO. DSL is simply not very fast. Go with a cable internet service. That's fast !

You gotta read the fine prints when they advertise something 'BIG/FAST/FREE'. The fine print should say - Uploading/Downloading speed bla bla bla.
Rule of thumb---DSL IS NOT FASTER THAN CABLE INTERNET.
But it's CHEAPER than Cable.
