I'm sure it has something to do with the fact that in many countries, women have been oppressed. Because of this, the government might be giving women a little more leeway.

Because of gender discrimination, most women get paid less than men for the same amount of work(This is true all over the world, not just India) so the government feels this is one way of bringing them at par with their male counterparts.
Also to encourage shiftng of income to women(by opening businesses in their name, having property in their name for rental income etc) and thereby making them more independent.

This is to make more women to come to workplace and thereby provide them more independence and also to provide a bigger labour pool to the industry esp. in the areas of IT/ITES,hospitality, entertainment sectors etc. This is called gender budgeting where in the budget proposals are made more favorable to one section of society to bring more participation

That is because of two reasons:
a. that encourages women to come and work
b. women or mother (in a family) is a person who spends more for the family needs. So, it is important that she has more money in her pocket to spend for her family.
