Yes, homosexuality infers one is having sex with a person of the same sex.
However, while fantasies and feelings are not sex most people do see it that way in terms of defining sexuality. I believe that everybody is bi-sexual to a degree. I know I am.
Men have fantasies about men all the time because we simply enjoy being male and we enjoy having a penis, studies have proven this. We have the penis and know how to use it better than women. Studies also show men are more aroused when watching porn if the man has a bigger penis, clearly showing some sexual arousal by a member of the same sex.
Likewise is true for women. Women know about being a woman better than a man.
But as I said fantasies and feelings are not actions, they are normal but the only way to really know if one is "gay" is to experiment with a member of the same sex and discover for themselves if they like it. I like the old cliche "Don't knock it till you've tried it."

Heterosexuality and homosexuality has very little to do with gender attraction.
It's how you feel about yourself, not the other person.
Think about people who are "turned on" by fast cars, or dangerous activities. Many get sexually aroused when doing so.
Addendum:
I believe windowtreatmentofdeath's answer is better than mine.
Although I am far from gay or bi-, his answer is on the money. Except, in my case, it's jealously, not sexual attraction for the man. I want to BE HIM and fantasize I'm in his place.
