One of them is around fast food, another one is at food court distributing cards and key chain. The card said that he is a deaf, asking for donation. Are they really a disable person? Can foreigner do this in Singapore????

As long as they have a license from the police or National Arts Council if they are doing a street performance, then regardless of whether they are disable or foreigner, they can do it. You can approach them to see their license, it won't be a written copy but with the seal of the relevant authorities.

Technically speaking, they cannot do so in Singapore. This is because, I believe they are either here on social visit pass or student pass. If so, if they sell things in public, it is against the law. I have met some of them in food courts as well, they are smart. They just place the card (laminated ones) and a key chain or a toy beside it and walked away. They go around doing the same thing. The point is, they will just take the card and item away if you ignore it. They do not even bother to gesture to you or draw your attention to the items. Therefore, technically, they did not solicit or harass. Even if caught, they can claim: "Oh I just place my item on the table, I did not intend to sell it'. So, in summary, quite difficult to prosecute.

I trust the "deaf cards" are really being handed out by deaf people. I have seen it many times in many places. Besides, it's a neat card w/ sign lanquage on it that fits in your pocket. That's worth some change.

Almost as good as the guy I saw in NYC selling (bad)photocopies of sex positions for a buck.
