That's an interesting array of observations. May I offer one observation of my own? An alternative meaning for Tic-
A tic is a sudden, repetitive, stereotyped, nonrhythmic, involuntary movement.
Not quite as humorous as the allusion to the blood sucking creature, I know. I've watched 'Elected representatives' at work, and some of them definitely fall into the categories mentioned above. But blood suckers is a better choice, on a purely emotive level.

the instances that you mentioned are good but of course it is not enough to sway me. first of all you should bear in mind that everything is created for a purpose like you have not been born unless the weeds at your were born, and so going back to your statements you have just balanced everything
