Depends on the state guidelines. Although some states allow servers that are at least 18 years old but not 21 to serve alcohol, I'm not positive that this exception doesn't apply strictly to restaurants. If this is the case, you could probably start bartending school at 18, however, I don't think you would be able to get a job at any bar until you turned 21 (unless you knew the owner/manager and even then they still may be risking liability).
The reason some states have the 18-year-old exception is that they realize it is mostly young adults that are working in restaurants and it is a hassle to have to find somebody that is 21 every time a customer wants to purchase an alcoholic drink. However, the work in a bar is often much more unsupervised (and easier to sneak a drink or two) so most states require that persons working in bars (i.e. not food establishments or working strictly behind the bar at a food establishment/bar) are of legal drinking age.
Even if the state doesn't require it, there is a very good chance that the bar will require it because they could be held liable for any person under 21 that drank in their establishment (they would be putting both their liquor license at risk as well as legal liability if, for instance, the 18 year old bartender gets drunk and then plows his car into somebody else).

18 in Texas.. it depends.. call a local restraunt or ask a friend that you have that may be a waiter/waitress that is TBC certified and ask them what age you are eligible to get certified. That age will most likely be the same age you need to be to go to bartending school in your area.
