What time of year and day or night will a Michigan observer sees the first quater moon rising exactly in the East?

The last quarter moon is 90 degrees west of the sun on the ecliptic. That would put the sun in Virgo. As for what month it is, you need to be more specific on the location of the moon. The sun enters each constellation in one month and leaves each constellation in the next month. So the only way to answer your question would be to add three months to the time in which you saw the last quarter in Gemini.
The second part of your question is that you see a first quarter moon rising in the east at noon. That is to say the first quarter moon is 90 degrees east of the sun. It will happen once every lunar cycle. However, the exact time will depend on your latitude and longitude. There will be some variation because the ecliptic, the path of the moon and the equatorial plane of the earth are all tilted with respect to each other. Just saying "Michigan" is not precise enough to get an exact time.
