Brake clean works really well on floor mats, but I'm not sure what it would do to paint... Zip Wax has a new product out especially for taking tar off of vehicles, but I can't remember what it's called.

Put some gasoline on a rag and wipe the tar off with it. It seriously works and won't ruin your paint at all.
